The Priest Community Forest Connection (PCFC) has set up a Resource Center and contact list to assist forest contractors and workers and any citizen interested in forest projects. There may be a number of project opportunities that PCFC can share with those who are interested.
In December 2007, PCFC concluded the Lakeface-Lamb Forest Stewardship contract with the Priest Lake District of the Forest Service (Region 1). PCFC is proud of the number of contractors and their employees that have participated in the Lakeface-Lamb Forest Stewardship Project. This hardworking, dedicated group of mostly local workers has performed above and beyond on a complex, ever-changing stewardship contract.
REQUEST FOR PROPOSAL INFORMATION
In an effort to advertise Requests for Proposals for upcoming projects, this website will act as the bridge between contractors and various, potential activities that are being offered. In that capacity, PCFC has devised a rating system that they use to award RFP's. Out of a possible 100 points, criteria are evaluated as follows:
- 0 - 50 > Best value - cost, price
- 0 - 10 > Past performance and qualifications of the contracting company
- 0 - 10 > Past performance and qualifications of company manager(s) i.e. lead personnel
- 0 - 10 > Past performance within strict on-the-job time frames
- 0 - 10 > Management approach for staffing ~ methodology during on-site activities
- 0 - 10 > Utilization of local workforce and/or ability and willingness to train local workers
- All details required will be stated clearly in the RFP
- Every evaluation criteria point must be responded to in the RFP
- For required items in the RFP, it's the contractors responsibility to understand specifications as stated in any underlying contract appendixes (i.e. Forest Service, State or possibly private contracts)
- RFP copies will be available on-line (www.communityforests.com), through the PCFC project managers/leaders, and at the PCFC resource center @ 301 Montgomery Street in Priest River, ID
- Contractors will clearly state where staff will be hired from in the RFP - utilization of the local work force is one of the evaluation criteria
- RFP will require the company's lead personnel's name(s), title(s) and resume(s)
- RFP will require references and/or proof of experience within tight time frames and extended time frames
- RFP will require proof of the physical location of the contracting company
- RFP will require details on the management methodology, especially concerning staffing procedures (i.e. will lead personnel be on-site at all times during the duration of a project?)
- " Once contracts are awarded, there will be opportunities for negotiating further details
